College tuition fees
It is important to note that foreign students (persons with a study permit) who come to Quebec to complete their college studies in a public institution and obtain a Quebec diploma must pay tuition fees specific to foreign students, unless exempt. These rights vary from one program to another. For example, in 2015-2016, fees for a full-time semester in a public CEGEP varied between CAN$5,682 and CAN$8,808. Added to this are admission and registration fees, health and hospitalization insurance, teaching materials, etc.

Private colleges subsidized by the ministry charge all students admission and registration fees plus a financial contribution required by the ministry ranging from CAN$3,408 to CAN$5,291 (in 2015-2016, depending on the program). studies, for a full-time semester). Ask the establishment directly.
University tuition fees
Foreign students must pay tuition fees set by the Ministry of Education and Higher Education (MEES). Depending on the length of the session and the number of credits, it often takes several thousand dollars in tuition fees, to which will be added the costs of admission, registration, teaching materials, health insurance and hospitalization, etc. Tuition fees also do not include accommodation, transportation, food, entertainment, etc.
Regulated tuition fees are calculated according to three elements (based on 30 credits):
basic fees (equivalent to those paid by Quebec students), i.e. CAN$2,293.50 in 2015-2016 for a student enrolled in full-time,
a lump sum for foreign students, ranging from CAN$10,731.90 to CAN$13,864.50 depending on the cycle (1st, 2nd or 3rd) in 2015-2016 for a student enrolled full-time,
an optional lump sum that universities may charge not exceeding 10% of the lump sum.

You will note that a deregulation of lump sums at the 1st cycle applies in six disciplines: administration, computer science, engineering, law, mathematics and pure sciences. To find out the lump sums, you must inquire at the chosen university.
Fee exemption for French students
Quebec and France have signed an agreement on tuition fees for French students in the province. Thus, thanks to this initiative of the two governments, all French students pay the same basic fees and lump sums as Canadian students who are not residents of Quebec.
On the other hand, for professional and technical training, French students benefit from free tuition fees.
University exchange students do not have to pay tuition fees in Quebec because they remain attached to their home institution.
Tuition fee waiver (lump sum)
Several categories of people may be exempted from the lump sum for foreign students, such as refugees holding a Québec selection certificate (CSQ).
On the other hand, Quebec has signed several international cooperation agreements or bilateral agreements with foreign countries. For example, Algeria, Morocco, Tunisia, Ivory Coast, Senegal, China, Mexico, etc. belong to these countries. There is a maximum number of exemptions (quotas) per country. You can consult the website of the Ministry of Education and Higher Education (MEES) .
